Is there voltage at pins 1,2,3 and 16,17 of CP2804 5V?

Yes

Is there signal at pins

7,9,10,12,13,22,23,25,26 Yes and 28 of CP2804?

No

Change DIGITAL PCB.

Check Q3009 and peripheral circuit.

Change V2801(PANEL).
