You must select the COOL mode if you wish to adjust the:

1Turn the MASTER CONTROL,
and set it to “ HI COOL ” or “ LOW COOL ”. Result: ◆ The air conditioner starts up in cool mode. No te ◆ HI COOL : The fan turns rapidly.
◆LOW COOL : The fan turns slowly.
◆You can change modes at any time.
