Why does my external display (or TV) stay blank when I change the display output?

If you change the log-on user with the Fast User Switching function after Windows startup, you will not be able to select a display by pressing the Fn+F7 keys.

What should I do if the Fn+F7 keys do not switch the display output to the external display connected to the monitor (VGA) port on my computer?

When your computer is attached to the optional multi function bay docking station, the monitor (VGA) port on your computer is disabled. Thus, pressing the Fn+F7 keys toggles between the computer screen and the external display connected to the monitor (VGA) port on the docking station.
