This is called “back puffing” and can be helped by sealing all troublesome areas so they are airtight.
There are two main causes of chimney downdrafts that cause smoke to come back into the house. One is from an air current being deflected down the chimney by nearby objects such as trees, a building or a hill. The other is that in many chimneys the flue gases chill too quickly as they pass up the chimney. When the flue gas chills too quickly, it becomes heavy and will back up in the flue system; this will often result in "back puffing," poor combustion and smoke odors in the house.
