An E1 link exists and the port may be transmitting data but it is not receiving any packets from the remote E1 modem.

Note: If the E1 LK LED also remains unlit then the port has LOS.

(A pulsing LED blinks steadily at a rate of once per second. A flashing LED blinks at a more rapid, less constant rate.)
