Q The indicator does not light when an arm is moved.

AThe indicator is a function to notify you that your arm is bent or to indicate extra loads on the cuff.

Therefore, it may not indicate motions (bending an arm slightly, etc.) that do not affect the cuff. If you are concerned about the result, retry the measurement.
