According to U.S. Department of Transportation (DOT), PHMSA - the Pipeline and Hazardous Materials Safety Administration Title 49 CFR 75.10(a)(25): With the approval of the aircraft operator, one small carbon dioxide cylinder (not installed), plus one spare cartridge, may be carried by a passenger or crew as checked baggage.
