Restrict Calls
To restrict outgoing or incoming calls, press

Settings > Security > Restrict Calls.
Tell your phone to allow All, None, or only the calls from your phonebook.

When you turn on fixed dialing, you can call only numbers stored in the fixed dial list.
To turn fixed dialing on or off, press

To use the fixed dial list, press 
> Tools > Dialing Services > Fixed Dial.
Quick Dial
To dial preprogrammed phone numbers, press 
> Tools > Dialing Services > Quick Dial.
