Response
If the primitive is issued from a valid state, the DLS provider responds with a DL_OK_ACK. Otherwise a DL_ERROR_ACK is returned.
Reasons for Failure
DL_OUTSTATE
Primitive was issued from an invalid state.
DL_HP_SET_LOCAL_BUSY_REQRequests that the DLS provider inform the remote system that the local system is busy and cannot accept new data packets.
