Why is a noise heard after turning the oven off?

This is normal. The fan will continue to run for a short time to cool the oven. When the oven has cooled sufficiently, the fan will turn off automatically.

The fan will stop if the door is opened during the cooling phase. The fan will continue when the door is closed again until the cooling phase is complete.

Why does the oven operate but the light is off?
