This audit message means an outgoing connection attempt failed at the lowest level, due to communication problems - the corresponding service was unable to access the remote host, and the TCP/IP connec- tion was not established.
This message can be used to detect system problems such as configu- ration errors where content is being pushed to unreachable hosts, or where routing problems result in inaccessibility of hosts.
The message can also be used to report on the hosts to which content was pushed. The “Connection Identifier” field allows correlation of audit messages related to actions performed during a session.
