Check whether,

In the microwave oven, food begins to cook from the outside first, the inside of the food relying on the slower conduction of heat.
If food is cooked at a high power level, it is possible that the heat may not have reached the centre of the food, so it is hot on the outside but cold in the centre. During standing time heat is transferred to the centre of the food. This may leave the food warm in the middle but cool on the outside. When reheating food with different densities, such as plated meals, it is therefore sensible to start with a low power level and lengthen the duration required.
. . . the microwave switches itself off during a cooking, reheating or defrosting programme.
There may be insufficient air circulation.

^the air inlet or outlet is blocked.
