LOCATE OPERATION:
At LOCATE time:
1. The BASE (FBVALl is determined by the PSEG directive as the canonic PSEG defined by PP.
2. The offset is a positive value, less than or equal to ~4K, from the determined PSEG. LOCATE includes as part of the offset, FOVAL, the difference between the absolute location of the LSEG and the
absolute location of the PSEG defined by the LSEG. (This difference will be less than 16.)
