Notes VS_Global_SetDefaults must be called before

VS_Initialize is called to set the SYNC/ASYNC program

numbers.

All command functions fail if VS_Initialize is not invoked.

VS_Initialize does not verify that VolServ is currently

running on the given host. Use VS_Ping to check VolServ's

status.
