It is possible, but unlikely, that the server will no longer start after the files have been moved because not enough memory can be allocated. This attribute specifies the index block size in terms of the number of blocks per database page. The block size is calculated by dividing the database page size by the value of this attribute. A value of 1 makes the block size exactly equal to the page size. The default value of 0 sets the block size to the page size minus an estimated allowance for internal database overhead. For the majority of installations, the default value should not be changed unless there are specific tuning needs.
