8. When a system message indicates TCP link failure due to data congestion on the router or IP network,
a call cannot be made via an IPTRK circuit card. When a call is attempted despite this, the caller hears
busy tone.
9. When a system message related to TCP link failure is created during call origination or speech, that
calls speech channel is automatically restored via patrol function.
