Step 2: Windows 2000/XP: Double-click “Administrative Tools”. The Administrative Tools window will now open.

Step 3: Double-click the “Local Security Policy” icon. The Local Security Settings window will appear.

Step 4: Right-click “IP Security Policies” on Local Computer, then click Create IP Security Policy.

Step 5: The IP Security Policy Wizard window will appear. Click Next.

Step 6: In the next window type “to_vpn_router” in the Name field and click Next.

Step 7: Then deselect the “Activate the default response rule” check box and click Next.

Step 8: To complete the setup, make sure that the “Edit” check box is checked and click Finish.
