Enables the timeout mechanism for the port to be enabled back after an error

Supported in the following platforms:

•Mobility RFS4000 Controller

•Mobility RFS6000 Controller

•Mobility RFS7000 Controller

errdisable recovery [cause bpduguard|inter val <10-1000000>]
