between any two phases or 230 V between any Phase and No N at the main terminal block?

Yes

Does fan run when the white button of combination fan/limit No

thermostat is pushed in?

Yes

Use Section 5.3 & 11.3 to check combination fan/limit thermostat settings. Reset or replace as necessary.
