The web browser of the PC is set to use a proxy server.
The web menu cannot be opened when the proxy setting is inappropriate.
When using Internet Explorer 6 for Windows, open the “Tool” menu, select “Internet Options” → “Connection” tab → “Set LAN”, and then uncheck “Use proxy server”.
