		is noted that the particular type of access

		cannot be provided by the other side of the
		interface.

		user is busy with a call of equal or higher
		preemptable level.

011/0001/49		Quality of Service not available—used to	DSS 1	Q.931
		report that the requested Quality of Service, as
		defined in Recommendation X.213, cannot be
		provided (for example, throughput or transit
		delay cannot be supported).
