	Seconds with BPV plus EXZ ≥1544 or LOS ≥1.		The PRM from CPE indicates errors, and the
			signal received from the network at the
			remote is error-free.
UAS-L	Unavailable Seconds - Line	PRM-FE (c)	Performance Report Messaging - Far End
	Seconds with LOS ≥1.		The PRM from the network indicates errors,
			and the signal received from the CPE is
