SES-PFE	Severely errored	• SONET: Count of one second intervals with
	seconds, path, far-end	FEBE-P >=2400 or RDI-P >=1
		• DS1-ESF: Count of one second PRM intervals
		with (G6=1 or SE=1) in the PRM or RAI signal,
		receive and transmit
SEFS-PFE	Severely errored	• SONET: Count of one second intervals with
	frame, path, far-end	FEBE-P >=2400 or RDI-P >=1
		• DS1-ESF: Count of one second PRM intervals
