Initialization of OBR

Initializes the COM port to establish a connection with the OBR, and turns on the power to the COM

port.

INPUT

iOBRType = DT-9650 = DT-9656

OUTPUT

0 = Normal end.

1 = iOBRType is not correct. -1= Open error.

Note :

When programming with this OBR library, first make this OBR_Open function call to initialize the COM port and the OBR.
