ATS124 Duration EQM

This S Register sets the number of seconds after 12 that the modem must maintain the average EQM below the S123 value. The default is 30 which means that for an upshift to be possible with a setting of S123=16, the modem must maintain an average EQM of below 16 for a minimum of 42 seconds.
