Enabling the R2 Protocol

In the event that a failure occurs after the optional L3L4mPRE_ SEIZE message, but before the L3L4mSETUP_IND message, BSMI will issue an L3L4mSTATUS_IND message containing the IISDN_ R2_CALL_STATUS structure that identifies the reason for the call failure. No host action is required in this case, but the status indication is logged for informational purposes.
