(does not apply to RELEASE_COMPLETE received in response to RELEASE with
the same cause).

Unavailable Routes Causes: 1, 2, 3, 88
Unavailable Resources Causes: 35, 37, 38, 41, 45, 47, 49, 51, 58, 63, 92
Called Party Events Causes: 17, 18, 21, 22, 23, 27, 31
