	This command is used to read the SIM preferred list of networks
	(EFPLMNSEL).

integer	Start index (>0)
<index2>	Description
integer	Stop index (>0)
<format>	Description

<oper>	Description
string	String indicates the code for the operator.
	E.g. GSM - Sweden - Europolitan: “24008” (3 + 2).
	PCS: 3 digits for country and 3 digits for network
