state has not changed,

consistent. Verify the repair

command. Determine that
the L2 state of the signaling
link is L3-Established.
Otherwise, go to Step 3.
7. Try replacing the endpoint.

command. Determine that
the L2 state of the signaling
link is L3-Established.
