Identifies a call where the caller is an internal extension and where the callee is an international external PSTN
number, according to the numbering plan (NANP or other prefixes).
An international call can be any of the following call types:
• Outbound
• Off-net, routed towards the PSTN
• Toll bypass, if a remote PSTN Gateway is involved in the Voice path
