A scanned image is out of focus (there is soft focus).
The scanner is partially focusing on the edge of the film holder.
The film is warped or not flat in the film holder.
Drag the selection rectangle around the sharpest portion of the image (the area in best focus). Click Focus. Click to deselect the focus area. Rescan the image.
