Behavior in the Case of Communication Error

Description	In the event of a communication error detected by one of the error monitoring
	protocols ("Node-Guarding" or "Heartbeat"), fallback values are applied physically
	on the outputs until the next write of the output command object and when the
	communication error has disappeared.
