Description
An extension assigned as the manager can change the TRS/Barring level ( 
1.8.1 Toll Restriction (TRS)/Call Barring (Barring)) for the extension user temporarily. After that, the extension user can make his call.
[Example] An extension user can call a manager to release the restriction on outgoing call (e.g., international calls).
