Contract band specification:

Specifies to monitor traffics from end users by using ISP and discard the packets breaching the contract band. Specifies that packets with the interface name of Tokyo and the transmitter address of 10.10.10.0/24 to be monitored in the contract band of 128 kbit/s.

		Specifies that packets breaching the contract band be discarded more easily
		when the output lines are congested. Moni ors the packe s with the interface
		name of Tok			and the transmitter		ddress of 10.10.10.0/24 in the contract
		band of 5,000 kbit/s and changes the queu ng priority to one at breach.
