[precedenceThis parameter<precedencespecifiesValue>]precedence value, which is the upper 3 bits of the ToS field. This is compared to the upper 3 bits of the ToS field of sent/received packets. The lower 5 bits of the ToS field are ignored.

-	Upper limit of the IP user data length is designated.
-lower: Lower limit of the IP user data length is designated.
Default:	None (TOS values are not included in the flow detecting
	condition.)
Range of value: 0 to 65535 (decimal).
