MIPXOFF, Flow Control - Xoff

This command is the unsolicited response that the G24-L sends to the terminal to stop sending data when it does not have enough memory to process new +MIPSEND requests. The G24-L uses the accumulating buffer prior to pushing data into the protocol stack. This memory resource is protected by a Xoff_upper watermark.
