Test Synchronization Test (#417)

This test updates all the Synchronization Maintenanc e component circ uit packs

with the correct information reg arding their role in provid ing synchronization for

the system. All the Tone-Clock and DS1 Interface circuit p acks in the system are

updated via this test. This test will either p ass or abort.
