NOTE:
In abbreviated format, the he ader of the Q.931 message, the c ause IE (if
present) and the channel id IE (if present) are the only IEs present.
An additional canc el byte (0xCA) may be p resent after the standard
ISDNBRI formatted message if the message was not sent. The cancel b yte
will not be append ed if the abbreviated format is selected.
